Deputy Chief Human Capital Officer: Paula Molloy

Dr. Molloy is the Associate Deputy Assistant Secretary for Human Resources Policy and Planning in VA’s Office of Human Resources Management (OHRM). She has been with OHRM since 2012, and has served as the Director for the Human Resources Line of Business and Human Resources Information Service. Prior to joining OHRM, Dr. Molloy was the Program Manager for the Veterans Health Administration’s National SimLEARN Center in Orlando, Florida, where she was responsible for strategic planning, center operations and policy development. Dr. Molloy has also worked with VA Learning University as the Director for Learning Infrastructure, leading the advancement of the VA Talent Management System and other VA enterprise-level learning technologies.
Dr. Molloy is a seasoned Federal-sector human resources professional. She has led human resources programs for the National Park Service and for the VA, and brings over two decades of project and program management experience to her work. She holds a Senior Level Federal Acquisition Certification in Program/Project Management. In addition, Dr. Molloy is a seasoned educator and human resources professional. She earned a Ph.D. and A.M. in Anthropology from Harvard University, and a B.A. in Anthropology from the University of Arizona, and feels honored to be able to apply her knowledge in the service of VA’s employees, Veterans and their families.
