Antonia “Toni” Harris is the Associate Deputy Assistant Secretary for the Office of Human Resources and the Acting Director for the Rockville Human Resource Center. Ms. Harris has been instrumental in the management and design of human resources programs for more than 20 years. She provides strategic leadership for all planning, operational, and oversight activities associated with HHS’ human resource programs and policies. She is also responsible for supporting and facilitating the Department’s mission and promoting the effective management of human capital. 

Ms. Harris serves as HHS’ policy advisor for human resources management issues and leads the Department’s efforts to select, develop, and train a high-quality, productive workforce. She also provides oversight for daily operational services to the Department’s operating divisions.

Ms. Harris was instrumental in the design and implementation of numerous programs to improve HHS’ management of human capital. This includes strengthening leadership development programs, implementing a single performance management system for all non-SES employees, developing a workforce and leadership succession plan for the Department, and establishing an HHS Human Capital Accountability System. She successfully implemented the Department’s first Employee Survey Program - more than 27,000 employees participated; and implemented a transformation plan to revitalize the Department’s corporate learning and development organization. She invigorated HHS’ human resources organization by building a new leadership team, designing and implementing a new organizational structure, and institutionalizing a culture based on accountability, customer service, and measurable results.

Under Ms. Harris’ leadership, HHS maintained a continuous “Green” status rating under the human capital element of the President’s Management Agenda.

Ms. Harris is a graduate of the University of New Orleans, the Federal Executive Institute, and Center for Creative Leadership. She is also a member of Executive Women in Government and the Senior Executive Association.
